a hired car, you must meet the car rental qualifications and requirements.
This means you must have a valid national driver's license that has
been held for a minimum of 1 year. An international driving permit (IDP)

Driver's
licenses issued by the People's Republic of China may be accepted
provided you present an official Hertz certification form. Hertz China
issues this form on Hertz notepaper and incorporates the Hertz China
Corporate seal. A scanned copy of your original license will appear on
the form. The form is valid until the expiry date of your driver's
license. Both the original license and the certification are compulsory
to be produced at the time of rental. If you are holding a driver's
license issued in Vietnam, you have to present the original license with
an authorized translation issued by the Vietnamese Transport Ministry.
If both documents are presented at the time of car rental, these
licenses are acceptable worldwide. For Northern Ireland and UK customers
holding the new photo card driver's license, remember that the photo
card and paper counterpart make up the complete driver's license and
both must be produced together while renting a vehicle. If you don’t
have the new photo card driver's license, you will have to produce a
photo id (passport etc.) besides your paper license at the time of
rental.
All paper driving licenses and paper
counterpart licenses which are laminated will not be accepted as valid
licenses as security features are not visible when placed under the
